Law No. 058/2021 requires data controllers and processors to register with the National Cyber Security Authority, and its principles reach AI-assisted processing of personal data. Buyers in the EU, UK and US now ask Rwandan suppliers for AI governance evidence, and Rwanda's National AI Policy points to statutory duties ahead. Rwanda's data protection and privacy law requires controllers and processors to register with the National Cyber Security Authority and keep that registration current. Its principles — lawful basis, purpose limitation, data minimisation, accuracy and accountability — apply in full when the processing is done by, or with, an AI system.
Rwandan organisations selling into the EU, the UK and the US are increasingly asked for AI governance evidence during procurement: a model inventory, named owners, documented risk assessment, ISO/IEC 42001 readiness. The EU AI Act reaches suppliers whose systems touch the EU market wherever they sit. This is the obligation that arrives first, through a contract rather than a regulator.
Rwanda adopted a National AI Policy early — among the first in Africa — and Kigali has since become a convening point for the continent's AI policy conversation. The direction is set: statutory duties for organisations deploying AI are a question of when, not if. The teams trained now will meet the law standing up.
